As of June 1, 2025, the enforcement of the revised Industrial Safety and Health Regulations has made heatstroke prevention measures in the workplace mandatory, complete with penalties for non-compliance. This applies to work performed in environments with a WBGT (Wet Bulb Globe Temperature) of 28°C or higher, or an air temperature of 31°C or higher, for at least one consecutive hour or more than four hours per day. This regulation covers not only outdoor tasks such as construction, landscaping, transport, and agriculture, but potentially indoor tasks in factories, warehouses, and kitchens where air conditioning is ineffective. Even after the enforcement, the number of casualties due to heatstroke in the workplace continues to rise, and companies are now required to invest in preventive gear that "prevents onset in the first place," in addition to establishing robust reporting systems.
